License modify-csv under AGPL-3.0-only, matching cli-components, which modify-csv will soon depend on.

  • Add LICENSE: the AGPL v3 text from this Forgejo instance's license template, byte-identical to cli-components' LICENSE.
  • pyproject.toml: declare license = "AGPL-3.0-only" and license-files = ["LICENSE"] (PEP 639). Raise the build requirement to setuptools>=77, the first release that supports this. It still supports Python 3.10.
  • README.md: add a License section.
